The Governance Strategy of the Lukuishan Region in the Early Qing Dynasty and the Relationship between Han and Minorities
Due to its complex transportation and environment in southern Yunnan,the Lukuishan region was a strategic location for various political forces to compete during the Ming and Qing dynasties.After the Qing Dynasty has pacified the Central Plains,a relatively loose supporting policy was adopted to stabilize the national situation and restore economy.At the same time,measures such as land reclamation and mining were continuously taken to encourage the migration of the Central Plains population to Yunnan.However,the increasing number of chieftains in the Lukuishan region,who plundered merchants and exploited the local people,became one of the main forces hindering the development of the southern Yunnan in the early Qing Dynasty.Subsequently,after continuous reflection,the Qing administration seized the contradictions between the local Han and minorities,officials and civilians,and eventually brought the region under control.However,new conflicts erupted between the Han and minorities over salt and tea.The Qing administration achieved rebalancing of the local Han and minorities by suppressing rebellions and implementing rituals and education.
