摘要
通过对真实案例的分析可以发现，近年来，我国的非法行医呈现出诸多特点：非法行医在2011年至2013年呈减少趋势，非法行医多发生在城乡结合部和农村地区，个体非法行医比机构非法行医发生率更高，以及非法行医的危害后果严重。为解决非法行医，应从完善群众监督体系、建立有偿举报制度，继续加大打击力度、扩大法制宣传范围，重视群众就业问题、完善再就业培训体系，加强对出租房屋的监管、避免随意设置无证诊所，建立完善的医疗保障体系、合理配置医疗卫生机构等方面进行防范和打击。
Abstract
Through the analysis of real cases, it can be found that in recent years, illegal medical practice bears many characteristics in our country presently: it took on a decreasing trend from 2011 to 2013, occurred mostly in the urban-rural fringe and rural areas, individual ones occurred more frequently than institutional ones, and its consequences are serious. Consequently, we should prevent and combat with illegal medical practice from the following perspectives: perfecting mass supervision system, establishing paid-to-report system, continue to step up the crackdown efforts, expanding the scope of the publicity, paying attention to the problem of employment, improving the re-employment training system, strengthening the supervision of the leased premises, avoiding arbitrarily setting unlicensed clinics, establishing a perfect medical security system, and rationally allocating medical and health institutions, etc,.
