The balance between the"rational use"of medical and health information and the protection of sensitive information has become a major issue in the era of digital economy.There are many infringement risks and security risks in examining the applica-tion of medical health information in typical scenarios such as disease diagnosis and treatment,medical insurance management,scien-tific research,and public health incident response.Tracing back to the source,human dignity is the logical starting point of standardized use of medical health information,and its"rational use"is the basic requirement of standardized use of data for good.From the perspec-tive of the"bundle of rights"of medical and health information,the state fulfills the obligation of active protection,and promotes the de-velopment of the health and medical industry on the premise of ensuring the security and compliance of sensitive information.There are two rules of"rational use"of medical and health information:"General use rule"advocates"special notice + written consent";The"spe-cial use rule"advocates following the legal scope of responsibility,abiding by legality,propriety,necessity and procedural justice.For risk prevention and control,administrative supervision has become a necessary system for the"rational use"of medical and health infor-mation.Its social goal is to prevent the occurrence of individual risks and social risks,while its economic goal is to prevent data mo-nopoly and commercial abuse.Its path highlights the whole process of agile supervision,compliance supervision and technology supervi-sion.The"rational use"of medical and health information should build a three-way model of"empowerment + responsibility + supervi-sion".
