The process of identifying medical aid recipients has always been rife with discretionary behavior,which may exist both in the process of defining the scope of medical aid recipients and in the process of identifying specific recipients.The broad and vague provisions of medical aid system determine that the administrative organs have a wide range of discretionary power in the process of identifying medical aid recipients.However,the irrationality of the discretionary behavior will cause damage to people's right to health,and shift function of the medical aid system.The adverse effects of such irrational discretionary behavior must be resolved from the as-pects of standardization optimization,procedure improvement,supervision and restriction,in order to effectively improve the identifica-tion mechanism of medical aid recipients,reduce the identification deviation of medical aid recipients,and ensure that citizens'right to obtain medical assistance is fully implemented.
