在全球化背景下,卫生健康问题成为人类共同挑战,完善卫生健康法律体系至关重要.法典化是提升立法系统性、回应现实需求的重要途径,尤其在当前公共卫生危机频发的背景下更显紧迫.编纂卫生健康法典有助于完备法律体系、规范法治实践、提升公众法律素养,并宣扬法治经验.卫生健康法典编纂需依托制度基础、理论储备及经验借鉴,同时需审慎考量"两步走"编纂思路,高度重视政治因素,确保法典与国家治理和人民健康需求相契合.
Abstract
In the context of globalization,health have become a common challenge for humankind,and it is of great importance to improve the legal system of health.Codification is an important way to enhance the legislative system and respond to practical needs,es-pecially in the context of frequent public health crises.Compiling a health code helps to improve the legal system,standardize legal prac-tice,enhance public legal literacy,and promote legal experiences.The compilation of a legal code requires the reliance on institutional foundations,theoretical reserves and experience reference.At the same time,it is necessary to carefully consider the"two-step"compi-lation approach,attach great importance to political factors,and ensure that the legal code is in line with national governance and people's health needs.
