城市群集聚发展的区域性中心城市人力资源体系研究

人力资源在经济社会发展中具有基础性、决定性地位和作用.在城市群集聚发展趋势下,为着力发挥区域性中心城市在推动区域经济发展和一体化进程中的引导作用,对区域性中心城市的人力资源体系进行研究是当务之急.以岳阳市为例,对岳阳人力资源体系进行了横纵向对比分析,并从具化人力资源体系、优化人力资源配置、强化人才资源集聚、孕化人与自然和谐四方面提出了具体的解决方案,以期为加大人才队伍建设、优化资源配置提供具体策略,为区域性中心城市人力资源体系提供人才支撑和智力支持.
Research on the Human Resource System of Regional Central Cities for Urban Agglomeration Development
Human resources play a fundamental and decisive role in economic and social development.Under the trend of urban agglomeration development,it is urgent to study the human resource system of regional central cities in order to focus on their guiding role in promoting regional economic development and integration.Taking Yueyang City as an example,a horizontal and vertical comparative analysis of Yueyang human resource system was conducted,and specific solutions were put forward in four aspects:materializing the human resource system,optimizing human resource allocation,strengthening talent resource aggregation,and promoting harmony between human and nature.The aim is to provide specific strategies for increasing talent team construction and optimizing resource allocation,and to provide talent and intellectual support for the human resource system in regional central cities.
