To Boost the Structural Restructuring of Rural Banks with Equity Structure Reform:Implications from"Henan Village Bank Incident"
In 2023,document NO.1 of the central government proposed to"promote the structural restructuring of rural banks",and the key to restructuring is to rationalize the equity structure of rural banks.Firstly,analyze the"social enterprise"attribute of village banks,including the internal contradiction between ownership structure,social responsibility and economic goals.Based on the operating principle of"balance of safety,liquidity and efficiency"of commercial banks,combined with rural banks'social responsibility of"supporting agriculture and supporting small-sized enterprises"and the operating mode of"social enterprises",the paper puts forward the operating principles of"new balance of security,liquidity and inclusiveness".Secondly,the financial data and ownership structure data of 265 rural commercial banks and village banks from 2007 to 2021 are collected for the study.The results show that the asset allocation strategies of rural commercial banks and village banks are significantly correlated with whether they are state-owned or not.Combined with the"Henan village bank incident"and through comparative analysis with BOC Fullerton Community Bank,the key role of the ownership structure of rural banks in realizing the"new three characteristics balance"is emphasized.Finally,some suggestions on structural restructuring are given from three aspects,i.e.the main sponsor,equity setting and shareholder qualification.
