The Development and Institutional Innovations of Inter-city Co-construction Zones in the New Development Paradigm
Amidst the ongoing technological competition,China's pursuit of refining and enriching the"new development paradigm"strategy has ushered in a new stage for coordinated regional development and urban cooperation.Serving as vittal spatial instruments within Chinese urban cooperation,the increasing inter-city co-construction zones are entrusted with the pivotal mission of furthering regional industrial integration and enhancing the institutional framework for regional innovation collaboration.Based on the deep-rooted reasons and directions for the transformation and development of jointly constructed parks under the new development paradigm,starting from the core demands of the latest development pattern for the institutional innovation of jointly constructed parks,this paper discusses the key issues for further optimization and improvement of inter-city jointly constructed parks from four aspects:building a system for transferring the right to land development,innovating the revenue distribution mechanism,coping with the impacts of the economy of administrative districts,and perfecting the governance system to reduce the administrative costs.It puts forward policy suggestions for reforming the flexible and variable land development rights transfer system,innovating the benefit-sharing mechanism based on the comprehensive benefit list,building the implementation and supervision system guided by multiple levels,and innovating the relevant management system and mechanism for inter-city cooperation.
