Risk Response and Resilience Management of Urban Extreme Weather Disasters:A Case Study on"7·20"Rainstorm Disaster in Zhengzhou,Henan Province
Extreme weather disasters are important risk factors that threaten the sustainable development of cities and people's sense of security,and they are also important elements of urban risk response.Guided by the concept of"full-cycle management"of the city,and centering on the precursor stage,emergency stage,sustained stage and end stage of risk evolution,this paper conducts an in-depth study on the case on the"7.20"Torrential Rain case in Zhengzhou,Henan Province,and finds that there are still deficiencies in China's urban risk response.Based on the new perspective of resilience theory,focusing on the systemic and long-term effectiveness of risk response,the study proposes multiple paths to build urban resilience from the dimensions of organizational resilience,institutional resilience,cultural resilience,physical resilience,digital resilience,etc.,so as to promote the modernization of the urban governance system and governance capacity.
