This paper combines the theories of digital empowerment and cutting-edge urban governance by the government,exploring the impact of digital empowerment in"public services,public participation,support,and social governance"on urban governance.The research conclusions indicate that there are two innovative paths to achieving effective digital empowerment in urban governance:The first is the path of"public services+public participation",where"public services"are the core condition and"public participation"is the auxiliary condition;the second is the path of digital empowerment of"public services+security support+social governance",and all three elements are jointly driven by auxiliary conditions to achieve effective urban governance.By analyzing the digital governance practices of Beijing and Guiyang,the mechanism of digital empowerment in the urban governance in the two paths is further elaborated,with a view to providing insights for promoting the modernization of urban governance system and governance capacity.
