摘要
随着社会转型与城市化进程的不断演进,我国城市社区经历了以"单位制"为代表的行政主导型、以"街居制"为代表的半自主型和以"社区制"为代表的自治型社区治理模式.虽然城市社区治理能力不断提升,但仍然存在着社区治理方式"行政化"、治理主体"单一化"、治理边界"模糊化"等问题."撤街强社"的改革实践通过简化层级架构、培育共同价值、厘清权责关系,实现了社区公共服务的高效化、社区治理主体多元化以及治理边界的清晰化,为化解城市社区治理难题,实现基层善治,推动城市社区治理模式的转型升级,提供了重要借鉴.
Abstract
With the continuous evolution of social transformation and urbanization,urban communities in China have gone through administrative-led models represented by the "unit system",semi-autonomous models represented by the "neighbourhood system",and autonomous community governance models represented by the "community system". Although the governance of urban communities continues to improve,there are still problems such as the "administerization" of community committees,the "singularity" of governance entities,and the "fuzziness" of governance boundaries. By simplifying the hierarchical structure,cultivating common values,and clarifying the relationship between rights and responsibilities,the reform practice of "Weakening Streets and Strengthening Communities in Function" has realized the efficiency of community public services,the diversification of governance subjects,and the clarity of governance. It provides an important reference for solving the problems of urban community governance,achieving good governance from the grass-roots level,and promoting the transformation and upgrading of urban community governance model.
