Risk Identification and Prevention of Pseudo Competition in Selecting Undertakers for Government-purchased Public Services
If the government wants to achieve the goals of improving efficiency and quality and re-ducing costs in purchasing public services,a basic prerequisite is that sufficient competition comes in the selection of contracting parties.However,according to the analysis of subject,behavior,and mode,some subjective and objective factors often lead to conscious and unconscious risks of fake or perfunctory competition in the selection.These factors include the limited number of po-tential contracting parties,the frequent occurrence of nepotism sort of purchasing behavior,and inappropriate use of competition.In order to prevent these risks,it is necessary to adopt some targeted strategies such as cultivating public service suppliers,dissecting public service project,exploring public-private hybrid mode of supplying public service,and selecting suppliers through quasi market methods.
