外文摘要：The historical evolution of the international maritime legal order can be divided into the embryonic period,the pre-modern times,the modern times and the contemporary stage.The de-velopment trends can be summarized as dominating treaty law rules,increasing influence of soft law,more prominent influence of international judicial institutions,increasing restrictions on areas beyond national jurisdiction,and strengthening regionalism.Factors affecting the change of the international maritime legal order mainly include science and technology,international poli-tics,and international organizations or state groups.
