Equalization of basic public services is the prerequisite and the bottom line for common prosperity for all people.It is one of the fundamental goals of Chinese path to modernization.Free migration is not only a distinctive symbol of the comprehensive development of human be-ings,but also a critical way to achieve equalization of basic public services and common prosperity for all people in Chinese modernization.Spatial differences in both basic public services and mi-gration flows are characterized by stratification.Spatial differences in basic public services are mainly featured by hierarchical differences in basic public services in different administrative lev-els of geographical areas.Population migration has both direct and indirect effects on promoting the equalization of basic public services across different scales of areas.The key to promoting e-qualization of basic public services across different scales of areas is to upgrade the level of basic public service in rural areas.In order to make migration play a more powerful role in promoting the equalization of basic public services,it is necessary to integrate urban and rural development,improve the market mechanisms,remove barriers of migration,and promote free migration of people.
