Rural Digital Intelligence Governance with Technology-organization Interaction:A Reflection Based on Theory and Action
The employment of digital intelligence in rural governance promotes the implementa-tion of the rural revitalization strategy and is the inevitable demand of the modernization of rural governance.In the rural governance with digital intelligence,hardware and software construc-tion,grassroots actors and governance structure lag behind the technology to some degree.The theory of technology-organization interaction provides a new way for rural digital intelligence governance to get out of multiple difficulties.The essence of the theory lies in the logic that technology promotes organizational change,that the organization sets norms for technological de-velopment,and that the reciprocity forms the increment of rural digital intelligence governance.Therefore,the future rural digital intelligence governance can be designed along three directions:coordination between technology and organization,joint force of technology and organization,and mutual binding of technology and organization.
