摘要

通过"转场借牧"租地放牧方式,使祁连山带天然草场得到休养生息,解决牧区牲畜过冬饲草问题,增加农区农民的收入,同时解决秸秆焚烧造成的环境污染问题.政府和相关部门要采取多种措施,积极支持"转场借牧"有关工作,加强"转场借牧"管理,促进"转场借牧"向健康有序方向发展.

Abstract

The natural grassland in Qilian Mountains has been cultivated and raised through the way of renting land,which has solved the problem of livestock forage in winter,increased the income of farmers in the farming area,and solved the problem of environmental pollution caused by straw burning.The government and relevant departments should take a variety of measures to actively support the work of"transfer farm borrowing",strengthen the management of"transfer farm borrowing",and promote the development of"transfer farm borrowing"in a healthy and orderly direction.
