摘要
为保障畜牧业健康发展,该文分析云南省生猪稳产保供政策所面临跨国动物疫情传播的风险和多元主体协同合作困难的挑战,得出其原因是国内生猪养殖水平不足、缺乏有效激励机制、养殖户防疫意识薄弱、监管体系不完善、政策执行成本高,为解决这些问题,该文提出针对性的对策建议,包括提高国内生猪养殖水平、加强宣传教育、落实奖惩措施、完善监管体系、优化政策执行.
Abstract
in order to ensure the healthy development of animal husbandry,this paper analyzes the Yunnan province pig stability for policy facing the multinational animal epidemic spread risk and multiple subject cooperation difficult challenge,it is concluded that the domestic pig breeding level is insufficient,lack of effective incentive mechanism,farmers weak and epidemic prevention consciousness,imperfect supervision system,high policy implementation cost,to solve these problems,the article put forward targeted countermeasures,including improve the level of domestic pig breeding,strengthen publicity and education,carry out the rewards and punishment measures,improve the supervision system,optimize the policy implementation.
