北宋定差法与转运司的人事权刍议

摘要
定差法是宋代职官选任制度体系的重要组成部分,在北宋时期经历了从确立到废止,再得以恢复与完善的发展过程.定差法在制度设计与运作上的不断调整,体现了宋代中央与地方机构在人事权力上对抗与妥协交织的复杂关系.加强中央集权的政治理念和提高治事效率的现实需求,制度运作曲折多变的表象与其背后对构建稳定秩序一以贯之的理念追求,是贯穿于定差法发展始终的两组矛盾,也是定差法调整与完善的根本动力.
Abstract
As an important part of the official selection and appointment system in the Song dynasty,Ding Chai System underwent a development process from establishment to abolition,and then to recovery and im-provement in the Northern Song dynasty.The constant adjustment of the Ding Chai System design and its oper-ation reflected the complex relationship of confrontation and compromise between the central and local person-nel power in the Song dynasty.Two sets of contradictions ran through the development of the Ding Chai Sys-tem:the political idea of strengthening centralization and the practical need to improve governance efficiency;and twists and turns in the system operation and the underlying consistent pursuit of the idea of building a sta-ble order.These are also the fundamental driving forces for the adjustment and improvement of the Ding Chai System.
