At present,many cities in China have carried out research on the overall urban security risk assessment system,but there are deficiencies in the research on the risk assessment index model based on operation capacity and involving urban lifeline security.The important link of the safety risk assessment system is the modeling of safety risk assessment index.This paper focuses on the construction of urban security risk assessment index model based on operational capability to provide an important basis for urban security risk assessment and control.
