摘要
针对鄂尔多斯市用地协同性不高、业务全生命周期管理机制建立不完全的问题,以建设项目的"一码关联"为核心进行了业务流程优化,并推进了"一码管地"的应用建设.实践中,利用"码"作为唯一链接,通过"资源码"将建设项目的各业务环节(如"规划、审核、使用、供应、建设、验收、登记"等)串连,不仅确立了完整的数据链,完成了各阶段数据的共享和全程信息的追踪,还确保了如土地交付即发证、验收即发证等业务的顺利进行,提高了鄂尔多斯市整体商业环境的便利性,实现了土地全生命周期管理.
Abstract
In response to the issue of low land use synergy and incomplete establishment of business lifecycle management mechanisms in Ordos City,business process optimization has been carried out by focusing on the"one code association"of construction projects,and the application construction of"one code land management"has been promoted.In practice,using the"code"as the only link,the various business links of the construction project,such as"planning,review,use,supply,construction,acceptance,registration",are connected through the"resource code",establishing a complete data chain.This not only did it complete the sharing of data at each stage and the tracking of the entire process of information,but also ensured the smooth progress of businesses such as land delivery and certificate issuance upon acceptance,thereby improving the convenience of the overall commercial environment in Ordos City and realizing the full lifecycle management of land.
