摘要
我国电力市场建设进入了全面提速阶段,为适应电力市场化改革的新形势,必须从制度层面上推进电力市场化交易改革,而电费结算环节是影响市场化交易推进的重要因素.以市场化交易电费结算为研究对象,首先分析了电费结算中存在的问题和产生的原因,然后提出了缩短市场化交易电费结算时长的总体思路,最后提出了一套缩短电力市场化交易电费结算时长的具体措施.研究表明,通过缩短电力市场交易电费结算时长,可有效提高电力市场运营效率和市场主体收益,还可为电力市场改革提供一定参考,具有较强的现实意义.
Abstract
The construction of China's electricity market has entered a stage of comprehensive acceleration.In order to adapt to the new situation of electricity marketization reform,it is necessary to promote electricity marketization trading reform from the institutional level,and the electricity fee settlement process is an important factor affecting the promotion of marketization trading.Taking the market-oriented transaction electricity fee settlement as the research object,this paper first analyzes the problems and causes in electricity fee settlement,then proposes an overall idea to shorten the settlement time of market-oriented transaction electricity fees,and finally proposes a specific set of measures to shorten the settlement time of market-oriented electricity transaction electricity fees.Research has shown that shortening the settlement time of electricity trading fees in the electricity market can effectively improve the efficiency of electricity market operation and the income of market entities.It can also provide some reference for electricity market reform and has strong practical significance.
