Evaluation of the Effectiveness of the Dual Pilot Program for Low-Carbon Cities and Innovative Cities-Based on the Green Economy Transition Perspective
A comprehensive and systematic assessment of the impact of environmental regulatory policy synergies on the efficiency of green economy is of great significance for promoting the construction of ecological civilization.Based on the sample data of 281 prefecture-level cities from 2006 to 2020,the article uses a multi-period difference-in-differences model to assess the impact of the dual-pilot policy on the efficiency of green economy.The study finds that:① compared with non-pilot cities,the implementation of the dual-pilot policy improves the green economic efficiency of the pilot cities by about 8.29%,and this conclusion is still valid after parallel trend and other robustness tests;② the dual-pilot policy significantly improves the green economic efficiency than the single-pilot policy,and there is a synergistic effect between the policies;③ the dual-pilot policy promotes the green economic efficiency through the innovation of innovative and improved green technologies,and the reduction of energy consumption intensity;④the dual-pilot policy has a significant positive spatial spillover effect on the surrounding area within 100~900 km.This paper enriches the research on the impact of environmental policy synergies on the efficiency of green economy and provides scientific support for the effective implementation of policies and the promotion of synergies in reducing pollution and carbon emissions.
