Current Situation,Effectiveness and Countermeasures of Environmental Collaborative Governance in Beijing-Tianjin-Hebei Region from the Perspective of Network
At present,regional environmental governance has entered the era of extensive and deep cooperation between multiple actors,and the network features are more and more obvious.Taking the Beijing-Tianjin-Hebei region as the research object,this paper uses relevant theories of network governance and collaborative governance to reveal the formation and internal logic of regional environmental collaborative governance network.From the inter-government relationship network,trans-regional governance organization,cooperation agreement system,multi-agent synergy,mechanism innovation and other aspects,the current situation and effectiveness of environmental collaborative governance from the perspective of network are summarized.In view of the existing problems,countermeasures and suggestions are proposed from five aspects,governance model transformation,cross-regional coordination capabilities,cross-border coordination mechanisms,market-oriented governance tools and government network management capabilities,so as to provide scientific basis for the modernization of environmental governance system and governance capacity in the Beijing-Tianjin-Hebei region.
