Research on the Provincial Government Environmental Governance Performance Configuration Generation Mechanism—A Dynamic Pooled Fuzzy-set Qualitative Comparative Analysis Based on the Multiple Institutional Logic
The provincial government assumes the heavy responsibility of improving the environmental quality and protecting a region of lucid waters and lush mountains.Exploring the configuration generation mechanism of local governments environmental governance performance under different system conditions is of great significance for strengthening the construction of ecological civilization and promoting the Chinese modernization of harmonious coexistence between man and nature.Combined with the multiple institutional logic theory,a dynamic pooled fuzzy set qualitative comparative analysis was carried out on the data of 30 provincial administrative regions from 2017 to 2019.The study found that single conditions could not constitute the necessary conditions for high performance of provincial government environmental governance.There were four configuration mechanisms to generate the high performance of provincial government environmental governance,namely,data empowerment one-way mechanism,market-rule of law collaborative mechanism,market-public collaboration mechanism,and politics-data collaboration mechanism.Further analysis showed that the configuration mechanism of high performance of provincial government environmental governance was distinct in different regions of China.
