Research on the Limits of "Fragmentation" and Holistic Governance Mechanism of Cross-Domain Ecological Governance
Breaking through administrative divisions and constructing an effective practice mechanism for cross-domain ecological governance is an urgent need to promote ecological civilization and build a beautiful China.Digital technology has constructed a brand-new governance field and shaped a new governance mode.This paper puts cross-domain ecological governance in the grand perspective of the digital era.The study concludes that the traditional cross-domain ecological governance model faces the bottleneck of"fragmentation"that is difficult to break through,mainly manifested in the fragmentation of the governance objectives,governance resources,and governance subjects,which is attributed to the inter-governmental incompatibility under the imbalance of interests,the integration failure under the absence of"technology"and"wisdom".and the participation deficiency under the scarcity of the ability and power.Based on this,the systematic deconstruction of the theoretical connotation of holistic governance suggests that there is a high degree of coupling between cross-domain ecological governance and holistic governance in terms of values,tools and fields in the digital era.On this basis,it is proposed to establish a benefit-sharing mechanism through scientific compensation and appraisal optimization,a scientific policy-making mechanism through resource integration and overall wise governance,a multi-dimensional synergistic mechanism through information sharing and response to demands,and a mechanism of coordination,integration and trust in holistic governance,with a view to promote the solution of"fragmentation"and the realization of cross-domain ecological governance modernization.
