Administrative Governance of River Basin Ecological Environment from the Perspective of System Theory
The particularity of watershed and its ecological environment issues has led to the transformation of the administrative governance system.System theory has pointed out the direction for the construction of the watershed ecological environment administrative governance system,and the construction of the watershed ecological environment administrative governance system is a systematic project.Under the guidance of system theory and in combination with relevant normative documents,the construction of the watershed ecological environment administrative governance system needs to start from three aspects:establishing a coordination mechanism,regulating the exercise of powers,and promoting governance synergy.The roles of the three in the watershed ecological environment administrative governance system should be clearly defined,and the coordination mechanism's overall coordination function should be exerted through the establishment of a deliberative and coordinating mechanism.By integrating and collecting the powers of administrative agencies,the implementation function of regulating the exercise of powers is clarified,and the support and guarantee function of promoting governance synergy is exerted by establishing a governance synergy mechanism.
