Progress and Challenges of the Emissions Trading Pilot Work in China
Emissions trading is an inevitable requirement for advancing the modernization of environmental governance system and capacity.It is also an important means of promoting the market-based allocation of resource and environmental factors.After more than three decades of continuous practice in pilot areas,the pilot work of emissions trading in China has made positive progress in areas of institutional system establishment,institutions and platforms construction,market-based transactions,policy innovation,etc.A government-led emissions trading market has been gradually established,with the types of pollutants and regions involved in emissions trading continuously expanding,and the legalization process has been constantly advanced.Based on a systematic review of the overall progress of emissions trading pilot practices in China,this paper identifies challenges such as insufficient guidance from top-level design,poor connection between relevant management systems,and market size lower than expected.It also provides policy recommendations for promoting emissions trading,including further clarifying the direction of deepening the system reform,continuously improving institutional norms,and strengthening incentive and restraint mechanisms.
