Research on the Application of Multi-indicator Visualization Methods in the Evaluation of Provincial Pilot Emissions Trading Effectiveness:A Case Study of Fujian Province
The emissions trading is an important environmental economic policy aimed at promoting pollution reduction and environmental quality improvement through market mechanisms.It is also an effective way to advance the modernization of ecological and environmental governance systems and capabilities.Since 2014,regions across China have actively explored pilot programs for emissions trading according to the needs of ecological and environmental protection with certain achievements.By the end of 2022,Fujian Province ranked first among self-initiated pilot regions and fifth overall in terms of emissions trading transaction amounts,showing significant effectiveness.This article constructs an evaluation index system from three aspects:the integrity of the emissions trading system,the comprehensive development level of the emissions trading market and the benefits of the emissions trading policy.It uses a combination of qualitative and quantitative analysis methods to scientifically and accurately assess and summarize the institutional mechanism innovations in Fujian Province's emissions trading from 2014 to 2021.The study also applies Sankey diagrams and others to build a visualization tool for data management of emissions trading,completing a"one map"of emissions trading across the province.This map displays the activity,participation,liquidity,optimization,and contribution of emissions trading in Fujian Province from multiple dimensions,identifies potential issues and challenges in emissions trading as well.Finally,based on the evaluation results,the paper proposes suggestions and prospects for using multi-indicator visualization methods to conduct evaluation of provincial pilot emissions trading effectiveness.
