Emission rights pledge loans system is a financial innovation system based on emission rights,which is conducive to active emissions trading market and expanding enterprise financing channels,and is of great significance for promoting economic structural transformation and ecological environmental protection.This paper summarizes the current situation of the emission rights pledge loans in China,and finds its main problems can be concluded as follows:lack of legal basis,incomplete value assessment system,the realization of emission right pledge has certain risks and the lack of emission right pledge information management platform.Based on this,suggestions to carry out the emission rights pledge loans can be optimized in these ways:establishing and improving the related laws and regulations,normalizing the value system to reducing the trading risk,establishing information sharing mechanism and cultivating emission right trading market,so as to promote the efficient development of emission right pledge in China.
