Building the Technical Standard System for Ecological&Environmental Zoning-based Regulation:Current Status,Challenges and Suggestions
This paper examines the current status and challenges of the technical standard system for ecological&environmental zoning-based regulation in China,and proposes suggestions for improvement.With the issuance of the"Opinions on Strengthening ecological&environmental zoning-based regulation"by the General Office of the CPC Central Committee and the General Office of the State Council,China's ecological environment protection is transitioning towards a comprehensive,inter-departmental,and multi-element systematic control that covers the entire territory.The article analyzes domestic and international research progress,identifies issues in the current ecological&environmental zoning-based regulation regarding the demarcation of ecological space,resource utilization upper limits,and the delineation of eco-environmental regulation units.It also draws on relevant technical standard construction experience to propose a preliminary framework for building a technical standard system for ecological&environmental zoning-based regulation.On this basis,suggestions for improving the technical standard system are proposed,including solidifying the theoretical foundation,perfecting the technical specification system,strengthening the research and development of key technologies,and reinforcing the technical support for implementation and application.These measures aim to enhance the unity and standardization of ecological&environmental zoning-based regulation and support the construction of a beautiful China.
