加强生态环境分区管控与国土空间规划衔接的建议

摘要
国土空间是生态文明建设的重要载体,生态环境分区管控和国土空间规划是优化国土空间开发保护格局、实施精细化差异化管理的重要制度.加强生态环境分区管控与国土空间规划衔接,对于增强制度系统性协同性、强化生态环境源头预防、提升生态环境治理效能具有重要意义.本文分析了新时期生态环境分区管控与国土空间规划衔接面临的形势和主要问题,梳理了相关理论研究和地方实践经验,从完善衔接机制、推动数据共享、加强成果衔接、做好协同应用等方面提出了加强两项制度衔接的建议,以期提高生态环境分区管控与国土空间规划的协调性,支持美丽中国建设.
Abstract
Territorial space is an important carrier for ecological civilization construction.The ecological&environmental zoning-based regulation and territorial spatial planning are important regulations for optimizing the development and protection pattern of the territorial space and implementing fine-grained and differentiated management.Strengthening the linkage between ecological&environmental zoning-based regulation and territorial spatial planning is of great significance for enhancing the systematicness and cooperativity of the two regulations,strengthening the source prevention of ecological environment,and improving the effectiveness of ecological environment governance.This paper analyzes the situation and main problems faced by the linkage between the ecological&environmental zoning-based regulation and territorial spatial planning in the new period,and reviews relevant theoretical research and local practical experience.To improve the coordination between the two regulations,and promote the construction of beautiful China,suggestions for enhancing the linkage between the two regulations are put forward from the aspects of improving the linkage mechanism,promoting data sharing,strengthening the linkage of results,and coordinating application.
