Assessment of STD prevention and control policies in China based on the PMC index model
Objective To organize and quantitatively evaluate the sexually transmitted disease(STD)policies in China,so as to provide a basis for the development and improvement of STD prevention and control policies.Methods Relevant STD prevention and control policies issued at the national level were reviewed.Core contents and keywords were selected using ROST CM6.0 software,and a list of evaluation items for STD prevention and control policies was complied through literature review combined with expert discussions.The Policy Modelling Consistency(PMC)index model was constructed to for quantitative evaluation and analysis.Results A total of 13 policies were included in the evaluation.Two policies were rated as perfect,and five were rated as excellent.The policy with the highest score was the"China Syphilis Prevention and Control Plan(2010-2020)",while the policy with the lowest score was the"Notice on Severe Crackdown on Illegal'Sexual Drugs'Advertising and STD Treatment Advertising in the Special Action of Combating Vulgar Trends on the Internet."The overall quality of the policy was rated as excellent(6.56 points),with lower scores for policy level(0.49 points),content(0.60 points),nature(0.66 points),and issuing institution(0.66 points).Conclusions The overall quality of STD prevention and control policies in China is relatively high.However,there is a need to strengthen the quantity of policies,the issuing institutions,and the development of new policies.
