Effectiveness of social organizations on intervention for detecting MSM in China
Objective To analyze the effectiveness and shortcomings of social organizations involved in AIDS prevention and control on intervention for detecting men who have sex with men(MSM)population in China from 2016 to 2022,and to provide references for improving the quality and capacity of social organizations.Methods This study collected and analyzed data from the MSM Intervention Project Data in the Project Management Information System of China AIDS Fund for Non-governmental Organizations(CAFNGO)in 2016-2022,covering various types of social organizations and geographical regions from 2016 to 2022.The analysis focused on the output indicators such as MSM intervention detecting transformation,HIV preliminary screening positive,HIV confirmatory testing,HIV confirmatory positive,and HIV confirmatory positive referral.Results From 2016 to 2022,a total of 567 social organizations participated in CAFNGO MSM intervention projects.Among these,159 non-governmental organizations(NGOs)were registered with the Ministry of Civil Affairs,and 408 community based organizations were unregistered,covering 30 provinces(municipalities and autonomous regions).The HIV initial screening positive rate of MSM intervention projects decreased from 5.49%in 2016 to 3.18%in 2022,while the positive referral treatment rate increased from 83.87%in 2017 to 94.93%in 2022.The conversion rate,initial screening positive rate,and confirmed positive rate for CBO's projects were higher than those for NGO projects(P<0.05).While the confirmed detection rate and positive referral rate were higher for NGO projects than those for CBO projects(P<0.05).The regions of East China,North China,and Northeast China had the highest number of detections,accounting for 64.8%of the total(1 089 966/1 681 977),while the Northwest China had the lowest,making up 5.63%(94 736/1 681 977).The Northwest's initial screening positive rate was 3.19%(3 025/94 736),confirmed detection rate was 76.96%(2 328/3 025),and confirmed positive rate was 2.36%(2 236/94 736),all below the national average(P<0.05).Conclusions Social organizations have played a crucial role in mobilizing intervention and testing work,identifying more positive cases,and reducing further transmission.There is a need to continue strengthening support for social organizations to carry out MSM interventions,and to minimize missing cases from initial screening to confirmatory testing stage.NGOs and CBOs each have their strengths in AIDS prevention efforts,and capacity building for CBOs should be strengthened.In areas heavily affected by the AIDS epidemic,targeted technical support and capacity building should be provided to different types of social organizations to promote balanced development.
