Based on the review of tobacco hazards and control effect evaluation in China, the five causes for tobacco control hardship are deeply analyzed including economic interests, institutional issues, legislation and enforcement problems, low tax price and cognitive lack among people. The relevant countermeasures andsuggestions are given in the end.
