摘要
本文以标准的实施效果为研究对象,构建了标准实施效果评价理论方法,采用定性访谈、德尔菲法等确立评价指标体系,结合数据采集方法获取体系指标数据,运用层次分析法计算权重系数,应用模糊综合评价法确定评价值和评价等级,综合评价标准实施效果.以河北省美丽乡村建设系列地方标准为例,运用理论方法应用测度标准的实施效果,为标准化和政策的制定及执行提供参考依据.
Abstract
This paper takes the implementation effect of the standard as the research object,and constructs the theoretical method of evaluation of the implementation effect of the standard,that is,the evaluation index system is established by using qualitative interview and Delphi method,the system index data is obtained by combining the data collection method,the weight of the index is determined by the analytic hierarchy process,the evaluation value and evaluation grade are calculated by the paste comprehensive evaluation method,and the implementation effect of the standard is comprehensively evaluated.Taking a series of local standards for the construction of beautiful villages in Hebei Province as an example,this paper applies the implementation effect of measurement standards with theoretical methods to provide reference for the formulation and implementation of standardization strategies and policies.
