欧盟碳边境调节机制(CBAM)的出台实施将对我国部分产业发展、对欧外贸增长产生一定的冲击与挑战,需要我们加以重视并提前做好应对.本文梳理了CBAM的立法背景、立法过程及法案内容变化情况,分析了CBAM对我国的潜在影响,并以上海为例,从标准化工作角度提出了应对CBAM的措施.
Abstract
The introduction and implementation of the EU Carbon Border Adjustment Mechanism(CBAM)will have certain impacts and challenges on the development of some industries in China and the growth of European foreign trade,which requires us to pay attention to and deal with in advance.This paper reviews the legislative background,legislative process and changes in the content of the bill of CBAM,analyzes the potential impact of CBAM on China,and puts forward measures to deal with CBAM from the perspective of standardization work in Shanghai.
