标准是经济活动和社会发展的技术支撑,是国家基础性制度的重要方面.立足人工智能新发展阶段,需进一步加强我国核电厂仪控电国际标准、国家标准有效供给,不断加强推荐性国家标准的管理,着力构建推动高质量发展的国家标准体系,以标准促进科技创新成果转化,支撑国内国际标准化建设,充分发挥标准化在推进国家治理体系和治理能力现代化建设中的基础性、引领性作用.本文针对目前国际国内核电厂仪控电标准的现状,结合人工智能国际国内形势,提出完善国家标准体系的建议,促进国内国际标准化建设工作,充分发挥标准引领科技高质量发展的作用.
Standards are the technical support of economic activities and social development,and are an important aspect of the national basic system.In the new development stage of artificial intelligence,it is necessary to further strengthen the effective supply of international and national standards for instrumentation,control and electrical systems of nuclear power plants in China,improve the management of voluntary national standards,and establish the national standards system for promoting high-quality development,leverage standards to facilitate the transformation of scientific and technological innovations,support domestic and international standardization efforts,and fully exert the foundational and leading roles of standardization in advancing the modernization of the national governance system and capacity.This article analyzes the current status of domestic and international standards for instrumentation and control in nuclear power plants,considers the domestic and international situations regarding artificial intelligence,and proposes suggestions for improving the national standard system.These suggestions aim to promote domestic and international standardization efforts and leverage standards to guide high-quality scientific and technological development.
