碳边境调节机制下园区"双碳"平台建设与应用

为推动园区绿色低碳发展、构建绿色低碳经济体系,以集约各种生产要素的园区为例,搭建"双碳"数据平台系统.从数据管理、数据挖掘、数据评估、数据应用等方面考虑,聚焦园区能源管理、碳管理、碳抵消与碳市场履约、供应链管理、绿色治理等功能,对园区整体运行状态及碳排放状况进行实时监测、定量预测、定性分析等综合评估,最终形成集园区能效管理、碳排放管理、企业能源管理和企业碳资产管理于一体的园区能效与碳排放监测监管平台."双碳"数据平台的搭建,可为园区双碳管理工作提供全面、准确的数据统计、分析、预警和管理服务,同时帮助企业应对碳边境调节机制(CBAM)下的碳关税压力,增强企业竞争力与市场潜力.
Abstract
In order to promote the green and low-carbon development in the park and build a green low-carbon economic system,this paper takes the park with a variety of production factors as an example to build a"dual carbon"data platform system.Considering the management,mining,evaluation and application of data,it focuses on energy management,carbon management,carbon offset and carbon market compliance,supply chain management,green governance,and other aspects,and carries out real-time monitoring,quantitative prediction,qualitative analysis and other comprehensive evaluation of the overall operation status and carbon emission status of the park,and eventually forms a monitoring and evaluation platform for park energy efficiency and carbon emission integrating the energy efficiency management,carbon emission management,and enterprise energy management and carbon asset management.The construction of the"dual carbon"data platform can provide comprehensive and accurate data statistics,analysis,early warning and management services for the dual carbon management work in the park,and at the same time help enterprises to cope with the pressure of carbon tariffs under the Carbon Border Adjustment Mechanism(CBAM),enhancing their competitiveness and market potential.
