摘要
基层党组织是典型的执行性组织,负责将党中央的方针政策贯彻落实到位.基层党组织执行力的强弱关系到党的执政根基是否稳固.文章梳理了马克思主义经典作家对基层党组织执行力建设早期的探索,总结了我们党在不同的历史时期对基层党组织执行力建设的经验,提出在新时代基层党组织执行力要以思想建设为引领、以政治执行力为核心、以组织建设为基础、以纪律建设为保障、以作风建设为抓手、以增强工作本领为目标、以制度建设为根本,构建起全面有效的长效机制,从而进一步提升基层党组织执行力的建设水平.
Abstract
Primary-level Party organizations are typical implementation organizations,responsible for implementing the policies of the Party Central Committee.The implementation capacity of the primary-level Party organizations is related to the bedrock of the Party's governing.This paper combs the early exploration of the Marxist classic writers on building the implementation capacity of the primary-level Party organizations,and summarizes the experience of our Party in different historical periods.It is proposed that in the new era,the implementation capacity of the primary-level Party organizations should be guided by ideological construction,centered on political implementation,based on organizational construction,guaranteed by discipline construction,started with Party conduct,and aimed at strengthening work ability with system construction as the foundation,so as to build a comprehensive and effective long-term mechanism,further improving the the implementation capacity of the primary-level Party organizations.
