The demand for home medical services is increasing with the deepening of the aging degree.The home hospitaliza-tion bed service,which has existed for about 70 years,is facing a development dilemma.Combining qualitative subject analysis and policy measurement methods,it reviews the texts of 9 five-year plans and 119 policy documents issued at the national level over the past 40 years.The results show the changes in the macro policy framework of health and population in the five-year plan,the policy development trajectory of home hospitalization bed service in five themes:service clients,service providers,service providers,fees and payments,and service assessment,as well as the changes in policy intensity scores and the quantified proportion of three types of policy instruments(supply,environment and demand).In recent years,more policies with low potency have resulted in a signifi-cant increase in the score of policy intensity.Environmental policies account for the main type,while supply-oriented policies are few and demand-oriented policies are almost absent.It is recommended to develop a new overarching policy with strong potency,strengthen supply and demand oriented policy formulation,and integrate health and population policies.
