摘要
基于历史制度主义视角分析我国大学生创业政策的历史演进,我国大学生创业政策经历了以政策引导与缓解就业压力为特征的初创发轫期(1998-2007年)、以能力提升与外部保障为特征的逐步发展期(2008-2013年)、以深化合作与加大支持为特征的快速推进期(2014-2019年)、以质量提升与科技赋能为特征的融合拓展期(2020年至今).大学生创业政策发展背后存在复杂的变迁逻辑,体现在受嵌入宏观情境影响、关涉主体互动推动政策变迁、受制于路径依赖影响.展望未来,应基于深层社会结构,推动大学生创业政策完善创新;协调内外动力因素,保障大学生创业政策长期发展;突破路径依赖困境,消弭大学生创业政策发展阻力.
Abstract
Promoting college students'entrepreneurship is an important force to promote employment,stimulate the vitality of market economy and enhance economic development.The study divides the development of China's university student entrepreneurship policy into four historical stages:the period of initial development(1998-2007),the period of gradual development(2008-2013),the period of in-depth promotion(2013-2019),and the period of integration and expansion(2020-present).The evolution of college students'entrepreneurship policy presents several features:diversification of the main body of policy formulation,from a single department to a multi-departmental coordinated and joint issuance of documents;concretization of the content covered by the policy,from general to clear and specific,expansion of the scope and enhancement of the strength of the policy;the policy orientation has a coupling,and the changes in college students'entrepreneurship policy have a coupling with the policy and economic environment;the policy has been well implemented,and the number of college students'entrepreneurship in China has increased dramatically in terms of the quantity,quality and quantity.The number,quantity and quality of university student entrepreneurship in China have been greatly improved.Facing the future,China's university student entrepreneurship policy should always adhere to the leadership of the Communist Party of China(CPC),deeply grasp the value of university student entrepreneurship policy;docking the national economic development strategy,building an ecosystem of university student entrepreneurship policy with Chinese characteristics;integrated planning,focusing on the consistency,continuity and systematicity of university student entrepreneurship policy;focusing on the development of university student entrepreneurship education,building a trinity entrepreneurship education and talent cultivation system.Talent Cultivation System.
