The Institutional Dilemma and Normative Adjustment of Mine Ecological Restoration under the Goal of Carbon Neutrality
The carbon emission reduction and carbon sink function generated by mine ecological restora-tion can play an important role in the realization of carbon neutrality goals. From the perspective of law,the study of mine ecological restoration system should first clarify the relevant concepts and define the legal objectives in combination with carbon neutrality requirements.Through practical inspection,it is found that there are some factors hindering the response to carbon neutrality requirements in mine eco-logical restoration, such as unscientific project design, inadequate capital investment, incomplete func-tion evaluation and loose work management. However, the problem representation in practice is funda-mentally attributed to the endogenous dilemma of the system, which is manifested in the imbalance of the logical structure of mine ecological restoration planning, the loss of multiple incentive guarantee, the misconduct of standard rational judgment, and the disorder of supervision and implementation su-pervision.Therefore,in response to the goal of carbon neutrality,a sound legal system for mine ecolog-ical restoration should be established so as to optimize the mine ecological restoration planning system, incentive mechanism, standard specification, supervision mechanism and so on.
