Institutionalization of Digital Ecological Civilization:Implications of the Times,Development Dilemmas and Breakthrough Strategies
The institutionalization of digital ecological civilization is the key guarantee for digital technology to empower the harmonious coexistence of man and nature.At present,the institutionalization of digital eco-logical civilization in China is faced with many practical difficulties.At the level of laws and regulations,there are problems such as insufficient legal supply for the confirmation of ecological environmental data rights and the determination of responsibility for data leakage,the imperfect legal system for the security pro-tection of ecological environmental data,and the unclear legal rules for regional coordination of ecological environmental data.At the level of operation mechanism,there are phenomena such as the lack of coordina-tion mechanism for environmental smart governance,the lack of evaluation mechanism for digital ecological civilization,and the lack of digital talent training mechanism.At the level of technical ethics,the digital iden-tity crisis,data cultism,and the risk of digital dictatorship led to hindered environmental governance behav-iors,decision-making biases,and poor operation.Therefore,it is urgent to strengthen the institutional guar-antee for the construction of digital ecological civilization,improve its operating mechanism on this basis,and strengthen the ethical constraints of digital ecological civilization construction,so as to mature the institution-alization of digital ecological civilization.
