Analysis on the Disposition of Collective Land Ownership in the Construction of National Park
Firstly, this paper introduces the three typical patterns concerning the disposition of collective land ownership. These include: collective land ownership and use right are nationally owned; rural collective land circulation; and collective land ownership remains the same. Secondly, this paper points out the problems that we face in the ownership disposition process. These are: land expropriation under coercion, land-renting instead of expropriating, and unreasonable compensation, forced transfer, illegal requisition, low transfer pricing, and the contradiction between ecological protection and farmers’ autonomy in management. On account of this, this paper proposes that departmental interaction must be strengthened with a view to form the joint effort. At the same time, we need to respect the wishes of farmers, rein the scope of land requisition and increase compensation standards. On this basis, we should improve the lfow of the market mechanism, balance ecological protection and farmers' interests, implement follow-up investigation and pilot exploration, and improve the top design.
