系统观视域下国家公园生态补偿机制构建

摘要
建立健全国家公园生态补偿机制是推动建设人与自然和谐共生的中国式现代化的重大任务.国家公园生态补偿机制并不是补偿主客体、补偿标准、补偿方式、绩效评估等中心要素的机械组合或简单相加,而是具有一定结构和功能并时刻处于动态发展变化中的有机整体.系统观视域下,国家公园生态补偿机制是以对整个系统起决定性作用的中心要素为突破口,调整优化系统与要素、要素与要素、系统与外部环境之间相互联系、相互作用的内容和方式.着眼于国家公园生态补偿机制存在的制度隐忧,亟需完善系统演化发展的制度保障、分区分类实施差别化补偿标准、因地制宜探索组合型补偿方式、建立并实施综合绩效评估体系.
Abstract
Establishing and improving an eco-compensation mechanism for national parks is a major task to promote the construction of Chinese-style modernization of harmonious coexistence between man and nature.The eco-compensation mechanism of national parks is not a mechanical combination or simple addition of core elements such as compensation subjects and objects,compensation standards,compensation methods,and performance evaluation,but an organic system in constant dynamic development and change with specific structure and functions.Under the systematic view,the eco-compensation mechanisms of national parks take the central element that plays a decisive role in the whole system as a breakthrough point,and adjust and optimize the contents and ways of the interconnection and interaction between the system and elements,elements and elements,and system and external environment.Focusing on the prominent institutional concerns of the eco-compensation mechanisms of national parks,it is urgent to improve the institutional guarantee for the evolution and development of the system,implement differentiated compensation standards in a zoning and classification manner,explore combined compensation methods according to local conditions,and establish and implement a comprehensive performance evaluation system.
