摘要
在生态文明建设背景下,自然资源部全面推进矿产资源管理改革,地质资料汇交管理需要采取新的管理手段以跟上改革的步伐.文章分析了江西省地质资料汇交管理工作的现状,指出地质资料汇交管理存在市级发证矿业权汇交不规范、汇交细则不清、汇交关键信息缺失、汇交类型多、专业软件众多和培训广度不够等问题,并提出针对性的对策建议:①扩大培训对象,提高汇交质量;②构建"互联网+监管"和"双随机、一公开"信用监管新机制;③健全技术标准,统一汇交细则;④出台省级地质资料管理制度.
Abstract
Under the background of eco-civilization construction,the Ministry of Natural Resources comprehensively promotes the reform of mineral resource management,and the management of geo-data collection needs to adopt new management methods to keep up with the pace of reform.The paper analyzed the current situation of geo-data collection management in Jiangxi province,and pointed out that there are some problems in geo-data collection management,such as non-standard collection of municipal certification-issued mining rights,unclear collection rules,lack of key information,overmuch collection types,numerous professional software,and insufficient training diversity.Following these,the paper put forward targeted countermeasures and suggestions:①Expand training objects and improve the quality of the collection.②Build a new credit supervision mechanism of"internet + supervision"and"dual random,one open".③Improve technical standards,and unify the collection rules.④Introduce provincial geo-data management system.
