River basin territorial spatial planning has a special position in the territorial spatial planning system,and the corresponding guarantee policy mechanism for planning implementation has not been systematized.Taking the Yangtze River Economic Belt as an example,the paper combs the system and content of the implementation guarantee mechanism of the territorial spatial planning,and builds the framework of the implementation guarantee system of the river basin territorial spatial planning.There are some problems in the implementation guarantee mechanism of the territorial spatial planning of the Yangtze River Economic Belt,including the unclear subject and responsibility of the planning implementation,the lack of a planning implementation transmission system,and failure to form a normalized system for the use control of territorial space implementation.Therefore,the river basin territorial planning needs to adopt relevant strategies such as clarifying the planning implementation subjects and responsibilities,sounding planning life cycle management system and strictly implementing spatial control of key regions,to ensure the implementation of planning,improve the national river basin territorial spatial planning system,and enhance the management efficiency of planning implementation.
