摘要
国土空间整体配置和治理优化是促进和保障区域经济社会可持续发展的重要举措.文章以广西壮族自治区南宁市西乡塘区为研究对象,探讨新时期国土空间整体优化发展战略,针对西乡塘区目前存在的缺乏城乡统筹和空间统一配置、区域差异化、规划和执行之间的落差、生态环境易破坏等主要问题和挑战,提出相关策略与措施:①空间规划与土地利用优化策略;②生态环境保护与优先策略;③城市和区域联动发展策略;④产业升级与城市发展策略;⑤构建协调、可持续的城乡空间发展模式;⑥构建全域一体的国土空间优化配置技术方法和政策体系.
Abstract
The overall allocation and governance optimization of territorial space are important measures to promote and guarantee the sustainable development of the regional economies and society.Taking the Xixiangtang district of Nanning city,Guangxi Zhuang Autonomous region as the research object,this paper discusess the overall optimization and development strategy of territorial space in the new era.Given the main problems and challenges existing in Xixiangtang district,such as insufficient urban-rural overall planning and unified spatial allocation,regional differentiation,inconsistency between planning and implementation,and easy destruction of eco-environment,the paper proposes relevant strategies and measures:①Spatial planning and land use optimization strategy.②Eco-environment protection and priority strategy.③Urban and regional cooperative development strategy.④Industrial upgrading and urban development strategy.⑤Establish a coordinated and sustainable model of urban and rural spatial development.⑥Establish a comprehensive system of technologies,methods,and policies for optimizing the allocation of territorial space.
