乡村地域工业用地空间重构研究——以苏南地区为例

国土空间重构能够有效提升自然资源节约集约利用水平,推动经济社会高质量发展。文章在分析苏南地区乡村工业用地的演变特征和乡村工业用地空间重构的必要性与紧迫性基础上,明晰苏南乡村工业用地空间重构存在的困境,理顺其空间重构基本框架与产权融合机制,诠释了产权融合视阈下乡村工业用地空间重构的实施路径。总体看,苏南地区乡村工业发展已进入转型优化期,但产业规模小而散、土地权属杂而混乱、土地产出低而有限。政府投入收益倒挂、土地权属协调困难和破碎土地整合路径不畅等问题仍然存在,严重阻碍了乡村存量工业用地空间重构与价值提升。未来应当引入产权融合治理机制,理顺不同产权结构和主体之间利益博弈,通过归宗整合、用地置换和连片自改等路径实现空间重构,以提升乡村工业空间价值。
Research on Spatial Reconstruction of Rural Industrial Land—A Case Study of Southern Jiangsu Province
The reconstruction of territorial space can effectively improve the level of conservation and intensive use of natural resources and promote high-quality economic and social development.Based on the analysis of evaluating the change characteristics of rural industrial land and the necessity and urgency of the spatial reconstruction of rural industrial land in southern Jiangsu,the paper clarifies the dilemma of the spatial reconstruction of rural industrial land in southern Jiangsu,rationalizes the basic framework of spatial reconstruction and the integration mechanism of property rights,and interprets the implementation path of the spatial reconstruction of rural industrial land under the perspective of property right integration.In general,the development of rural industry in southern Jiangsu has entered a period of transformation and optimization,with small and scattered industrial scale,complicated and chaotic land ownership,and low and limited land output.Problems such as inversion of government input and return,difficulties in land ownership coordination,and unsmooth integration path of fragmented land still exist,which seriously hinder the spatial reconstruction and value improvement of rural industrial land stock.In the future,the property right integration mechanism should be introduced to rationalize the interest game between different property rights structures and subjects,and realize spatial reconstruction through the reclassification and consolidation of land ownership,land replacement,and contiguous self-conversion,so as to enhance the value of rural industrial space.
