Assessment of the Effectiveness of Seoul's Green Belt Policy and Construction Implications
Green belt planning achieves the objectives of controlling urban sprawl,protecting ecological space,and optimizing urban structure by designating restricted development areas around the city.However,it also has some negative impacts on urban development simultaneously,such as indirectly causing resource waste,social injustice,raising land prices,ect.By studying the formation background and evolution of Seoul's green belt policy,the article summarizes its implementation experience and existing problems.Based on the evaluation of the effectiveness of the policy implementation,the article suggests that the policy promotion should pay attention to the core issues such as the scientific nature of green belt spatial planning,the continuity of laws and regulations,the perfect balance mechanism between land development and land use,and the positive and effective population regulation policy,and provide inspirations for the construction of urban green belts in China.
